This is the lowest personal approval rating Gallup has reported for President Bush, and the first time he's dipped below 50%. This is also the first time he's had a net personal disapproval. Democratic Party Identification 33%, Republican Party Identification 28%. According to Gallup, this represents a 5% shift in favor of Democrats since the first half of 2005.
